About the Firm

The firm built for tight margins.

Cato Consulting Group is a Republican political-strategy firm built around one thesis: marginal-vote programs win modern races, and marginal-vote programs require both diagnostic rigor and operational discipline. Most consulting firms do one or the other. We do both.

Every Cato engagement begins with a four-bucket diagnostic — landscape, history, universe, opposition — and ends with a tactical program our team executes ourselves. We sign the vendors. We own the data. We run the chase. We report against the KPIs. If the diagnostic isn't honest, the strategy isn't useful. If the strategy isn't operational, the diagnostic is academic.

Our Namesake

Why Cato.

Cato the Younger was the last true statesman and conservative senator of the late Roman Republic. A powerful orator and fierce defender of Roman tradition, he was a man of character whose courage and firm convictions made him the righteous enemy of Julius Caesar. Cato Consulting Group is rooted in the same principles that defined our namesake: the wisdom of tradition, the goodness of ordered liberty, and the necessity of courageous political leadership to preserve them for the future.

Benjamin T. Davis, Founder and CEO of Cato Consulting Group

Principal

Benjamin T. Davis

Founder & CEO

Ben is a senior Republican political strategist with a fifteen-year record of winning underdog races at the statewide, federal, judicial, municipal, and ballot-initiative level. He specializes in advance mail ballot and ballot-chase programs — the GOTV discipline he believes is the largest controllable variable in modern Republican campaigns.

At 25, Ben became the youngest campaign manager in Kansas history to win a statewide race, running Kris Kobach's 2010 Secretary of State campaign while outspent 3 to 1. Since then, he has managed and consulted on campaigns at every level — from a $450M ballot initiative defeated by 319 votes to a 650,000-voter Georgia field operation for the Trump campaign's allied super PAC. He founded Cato Consulting Group in 2023.

Ben holds an M.A. in Theology from Northern Seminary (Magna Cum Laude; thesis: Metaphors of Participation in Christ in Paul) and a B.S. in Classics and Philosophy from Kansas State University. He serves as an Elder at Eastminster Presbyterian Church in Wichita, where he lives with his family.

He is unabashedly conservative and unapologetically pro-life, pro-Second Amendment, and pro-America. He works with candidates and committees who share these convictions and want to preserve the cause of ordered liberty for the next generation.
